The purpose of this project was to assist local environmental protection bureaus on reviewing and auditing Soil Pollution Assessment Investigation and Test Data, which were mandated by Article 8 and 9 of the Soil and Groundwater Pollution Remediation Act. We reviewed and audited 340 application files, an average of 4.3 days were needed to review one file. 84% of them were finalized. We also helped 273 finalized Data entry. In order to find out how the soil sampling performed, we paid 60 times on-site visits to enterprises when they were performing soil sampling for the purpose of Article 8 and 9 of Soil and Groundwater Pollution Remediation Act according to their filing schedules. We found that 23% of the sites were not complying with the principles, but it was lower compared to which last year. It was because that the soil pollution assessment investigation could only performed by trained and registered person from 1st of December, 2012. We also collected 75 soil samples from 10 sites to exam the difference of the 8 regulated heavy metals concentrations between the test results performed by the factories and this project. We found that 7 of 8 heavy metals that we tested had higher RPD(20%) in the concentrations, only Cd was below 20%. This project were in charge of assisting the review and auditing the Data for 11 administrative regions, including Chunghwa County, Nantou County, Yulin County, Chiayi City, Chiayi County, Tainan City, Kaohsiung City, Pintong County, Taitung County, Hualien County and Penghu County.
